State tax and TRICARE in New York

New York. New York taxes a New York domiciliary's military pay as far as it is federally taxable, unless, for the whole year, the member kept no permanent home in New York, kept one outside it, and spent no more than 30 days in the state, or served abroad at least 450 days of a 548-day period and spent no more than 90 of them in New York. Combat-zone pay is exempt. Non-NY residents stationed in NY are protected by SCRA.

SCRA. Under the Servicemembers Civil Relief Act your military pay is taxed by the state you are domiciled in, not by the one your duty station sits in. Being assigned to an installation in New York does not by itself change which state may tax you, and it does not create a filing obligation where you are stationed.

TRICARE East. Care at all 5 installations in New York falls under the TRICARE East region, administered by Humana Military — enrollment and claims run through 800-444-5445.
