State tax and TRICARE in Connecticut

Connecticut. Connecticut taxes a Connecticut domiciliary's active-duty pay unless, for the whole year, the member kept no permanent home in Connecticut, kept one outside it, and spent no more than 30 days in the state. Barracks and other dormitory-type quarters do not count as a home. A long posting abroad can also qualify. Military retirement has a separate schedule.

SCRA. Under the Servicemembers Civil Relief Act your military pay is taxed by the state you are domiciled in, not by the one your duty station sits in. Being assigned to Naval Submarine Base New London does not by itself change which state may tax you, and it does not create a filing obligation where you are stationed.

TRICARE East. Care at Naval Submarine Base New London falls under the TRICARE East region, administered by Humana Military — enrollment and claims run through 800-444-5445.
