## What Each Option Actually Means

**Government Move (GTC):** Professional movers pack your household goods, load them
onto a truck, and deliver them to your new address. The government arranges and pays the movers
directly. Your role is to schedule the move through your TMO, be present for pack-out and delivery,
and file claims for anything damaged.

**PPM/DITY:** You arrange and execute the move yourself — renting a truck, packing,
loading, driving, unloading — and the government pays you 100% of the Government Constructed Cost
(GCC), what it would have cost to hire professional movers. Your documented moving expenses are
reimbursed tax-free out of that payment; only the remaining profit is taxed, with 22% withheld at
payment. The difference between what the government pays you and what you actually spend is your
profit (or loss).

**Partial PPM:** You move some of your household goods yourself and let the
government move the rest. You receive PPM reimbursement proportional to the weight you moved
personally.

## The Financial Calculation

Whether a PPM makes financial sense comes down to one comparison: what will the government pay you
(100% of the GCC, with 22% withheld only on the profit remaining after your documented expenses)
versus what will it actually cost you to move yourself? Your TMO can give you the GCC estimate at
your scheduling appointment — GCC isn't a simple public formula, so don't rely on a rough per-mile or
per-pound estimate; get the real number from your TMO or MilMove. Run this number through the PCS
Calculator on this site to see your net PPM incentive.

GCC scales with both your weight shipped and the distance moved, so as a general pattern: a
mid-career enlisted member moving a moderate weight allowance a few hundred miles will see a GCC in
the low thousands of dollars, while a senior member with a large weight allowance moving a long
distance can see a GCC well into five figures. Get your specific TMO estimate rather than relying on
a generic example — GCC varies by route, season, and current contract rates, not just weight and
distance.

## When a PPM Usually Makes Sense

- You have a lot of household goods relative to moving costs:
The GCC is calculated on the lesser of your actual certified weight or your authorized allowance. Shipping close to your full limit maximizes the GCC and therefore your incentive payment — the closer you are to your authorized weight, the more you receive.
- Long distances:
GCC increases with distance. A 2,000-mile move generates a much higher GCC than a 400-mile move.
- You can pack and move efficiently:
A single service member with modest household goods who can rent a small truck and complete the move in 1–2 days can come out $3,000–$8,000 ahead depending on the distance and allowance.

## When a Government Move Usually Makes More Sense

- Large family with extensive household goods:
Moving 10,000+ pounds of belongings yourself is an enormous physical undertaking. The value of professional movers becomes clearer at high volumes.
- OCONUS moves:
International logistics are not something to DIY. Governmentarranged OCONUS moves handle customs paperwork, specialized packaging, and international transport.</ li>
- Time-constrained moves:
If your leave is limited or your departure and reporting dates are tight, spending a week packing and driving may not be feasible.
- High-value, fragile, or specialty items:
Professional movers carry liability for damage. If they break your TV, you have a claims process. If you drop it yourself during a PPM, there's no one to file a claim against.

## The Hidden Costs of a PPM

DITY moves are not free — they require your time, labor, and direct costs. Before committing:

- Truck rental for a long-distance move can cost $800–$2,500+ depending on size, distance, and season
- Fuel for a 26-foot truck running ~8 mpg at 1,000 miles is approximately 125 gallons at current diesel prices
- Labor: Are you hiring people to help load and unload, or relying on friends and family?
- Packing supplies: For a full household goods load, budget $200–$500 in boxes, tape, padding, and protective materials
- Physical toll: A self-move is physically demanding. Injuries do happen.

## The Partial PPM Middle Ground

For many families, a Partial PPM is the best compromise. Move the things you want control over —
high-value electronics, important documents, items you don't want damaged or lost — in your personal
vehicle or a smaller rental truck. Let the government move the rest. You earn PPM reimbursement on
the weight you self-moved and have professional service for the remainder. You reduce your physical
burden while still capturing some of the PPM financial benefit.

## Frequently Asked Questions

### Is a PPM always financially better than a government move?

No. PPM reimbursement is 100% of the Government's constructed "Best Value" cost (the GCC), which is often lower than the real-world cost of renting a truck and moving yourself. Get an official GCC estimate from your Transportation Office before committing — a government move is frequently the safer financial choice, particularly for long-distance moves.

### Can I do a partial PPM and still use my government move entitlement?

Yes. A partial PPM lets you ship some items yourself for the incentive payment while the government moves the remainder. The weight you self-move counts toward your total authorized weight allowance, and both moves are coordinated through your Transportation Office.

### What happens if my shipment exceeds my weight allowance?

You pay the excess weight costs out of pocket at the applicable rate. Overages can significantly offset any PPM financial benefit, so weigh your load at a certified scale before departing and ensure you stay under your authorized weight entitlement for your grade and dependency status.
